Unable to take dogs out?

I have two dogs (1.5yr and 10yr) and I didn’t get them but was gifted them. I’ve had the 10yr one since I was a bit younger so she’s used to going outside fine but can’t hold it as long anymore.

I live with someone who wakes up at 2 am and is home all day while I’m mostly not home from morning to evening. He has an open bowl for them and is disabled and on the older side so he cannot take the dogs out to use the bathroom causing it to smell terrible where he stays. I tried coming up with solutions but I can’t think of anything where I wouldn’t be sacrificing my sleep since I have day classes.

We weren’t in a position to get the new 1yr dog but I had no choice in the matter. If anyone has any advice on what to do I’d appreciate it!! 😭

The dogs are both tiny weighing from 5 pounds for the 1yr and 10 for the 10yr and I’m afraid of letting them out alone as he doesn’t want to get them chipped.
