Puppy will only go inside my house

So I just adopted this cute 4 month old puppy, but she refuses to go potty outside and is very uninterested in treats. She is very aloof most of the time on account of needing to wear a cone.

I don't know what to do, should I keep her outside on a chain to get her used to it for extended periods of time? I really don't know what to do to keep her from pottying inside.

I am moving her to the potty grass I have in the house when she starts going inside but then she never goes inside? Do I use diapers? I'm a little lost with this
