Using bells to housetrain

i've been having my puppy ring the bell every time we go outside for about a month, but he has only used the bells to signal on his own twice and only after I've said, "do you need to go outside?"

is it just a waiting game, or am I missing a step? I'm not sure how to get him to transition from doing it when told to doing it on his own.
