Flying with dog slightly over limits?

Has anyone tried to board a flight (especially in EU) with a dog that's slightly above the allowed? Say 9kg instead of 8kg (including carrier).

I frequently carry bags that are slightly too big and mostly get away with it. If they catch me I'd just pay a fine, but it's worth it. However, I think it doesn't work like that with dogs – they might not let me board the flight.

Has anyone tried before? It's such a shame because my dog is so close to the limit… When I tried in the past, they weighed the dog but didn't measure the carrier, but that's the opposite of what I want.
