Issue trimming dewclaw

Our dog (5 year old, mixed breed rescue) hates having his nails clipped, we've had him since he was 4 months old and he's never allowed us to do them so we taught him how to file his own nails on a scratching board, and he lets me file his back nails no problem.

The problem is his dewclaws – a lot of the time they break but currently one is so sharp and he keeps catching it on things and I cannot trim it. I've tried building up to it over time with just light touching with my hand, then clippers and rewarding when he doesn't react, but I get so far with that and he can't seem to cope with the next step of having the clippers open next to his claw, I've tried doing it when he's tired, no luck and I've tried distracting him with peanut butter to lick but he's still running away.

I don't want to push him so I just stop and move back a step to just touch wiith my hand, but I'm at a loss now as to how to progress. Does anyone have any advice or tips?
