Help with potty training

Hi!! I recently got a ten week old puppy and I love him so much!!

I’ve only had him a few days, but when it comes to potty training or just going to the bathroom outside in general things have been pretty unsuccessful.

On the car ride home and the last couple days we’ve taken him outside on a few walks and he has yet to go potty outside. He literally starts shivering and barely moves – I get it’s a Michigan winter but still😂 as for taking him outside in the backyard, we try to take him out every 30 mins to an hour. Again – he doesn’t really explore too much yet- he seems kinda cold/scared and heads back inside. It is especially frustrating because he will come back to go potty inside immediately after we had him outside. We take him out with our other dog, and he watches her go potty.

I’ve put out some potty pads and he uses them maybe 25% of the time. I don’t know if the pads will confuse him – but also don’t want him to ruin my floors😭

Should I be taking him out more frequently? Would love to hear any advice, tips or tricks!
