Harness for short and stocky dog

I've had my dog two weeks the PetSafe 3-1 harness that I used with previous dogs just isn't fitting her. Her neck is 14 inches, her chest is 18 inches and her girth is 23, but she's still low to the ground, only 14 inch-long legs. Wondering if anyone with a pocket pittie or other large-chested short dogs have recs for good-fitting harnesses
